Program Descriptions

Emergency Rental Assistance Program - PROGRAM IS CLOSED (as of AUGUST 5, 2022 at 5pm) - The Emergency Rental Assistance Program (ERAP) provides residential rent and utility assistance for residents of the City of Allen. Read more about the ERAP program below. 

JULY 12, 2022 UPDATE: Please note, effective immediately, the U.S. Treasury has ordered all future rent payments to not exceed September 30, 2022. This means that eligible applicants may only receive future rent through September 30, 2022 and will not be eligible for an award of future rent for October 1, 2022 and beyond. 


Small Business Grant Program CLOSED AS OF 6/13/21- - The Small Business Grant Program provides grants to small businesses operating in the City of Allen. The program is no longer accepting applications. Read more about the SBGP HERE.


Emergency Rental Assistance Program


Eligible Expenses & Maximum Financial Assistance Per Household

Eligible expenses include:

  • Rent
  • Rental arrears, including contracted late fees 
  • Utilities (e.g. electricity, gas, water, sewer, trash removal, internet) 
  • Reasonable landlord attorney fees and court costs for active eviction cases (subject to future guidance from the United States Department of Treasury)

You may receive up to 12 months of assistance (measured from March 13, 2020), plus an additional 3 months if you can show that the extra months are needed to ensure housing stability and funds are available.

Rental and utility assistance will be provided up to the maximum number of months allowed.

Eligibility Criteria

You will be required to prove the following 3 things:

  1. Someone in your household qualifies for unemployment or has experienced a reduction in household income, incurred significant costs, or experienced a financial hardship due to COVID-19; and
  2. You demonstrate a risk of experiencing homelessness or housing instability; and
  3. You have a household income at or below 80 percent of the area median.

Note: If you are reapplying for assistance, you must be able to demonstrate that you have ongoing hardship due to the COVID-19 pandemic. 

If you or a member of your household experienced hardship due to contracting the COVID-19 virus, you will be asked to: (1) explain the hardship your household experienced due to the illness and (2) submit documentation of the hardship. In most instances, we will not be able to accept a self-administered COVID-19 test.
