PROGRAM PURPOSE
The Alisal Vibrancy Plan (AVP) Commercial Facade Improvement Pilot Program (“Program”) is designed to help local business and property owners improve the appearance of storefronts along the commercial corridors of E. Alisal Street, E. Market Street, Sanborn Road, and Williams Road between E. Alisal Street and Bardin Road to encourage economic vitality and commercial viability. The Program funding has the potential to be a catalytic investment in the neighborhood and increase foot traffic and help improve the perception of Alisal’s commercial corridors.
APPLICANT ELIGIBILITY
- A commercial storefront property along the corridors stated above serving a retail use, food service use, or personal service use, such as barber shops, beauty salons, nail salons, pet grooming, etc., or repair services such as auto, furniture, electronics, etc., laundry and dry-cleaning services, caterers, hotels, and fitness centers.
 - The applicant is a City of Salinas small business owner or City of Salinas commercial property owner.
 - If multiple businesses are located within a shopping center and located on one parcel, the property owner will be required to apply and is subject to the maximum allowed of the forgivable loan.
 - The business/tenant must have held a City of Salinas business license for at least 1-year and there must be no active violations on the building and/or business.
 
Eligible Improvements
- Removal of gates, bars, or metal covering windows
 - Anti-graffiti window coating
 - Outdoor security lighting
 - Exterior mandatory Title 24 energy upgrades
 - Exterior painting (including public art/murals)
 - Exterior wall repair (including siding, new elements, and architectural details)
 - Signage removal, repair, or replacement
 - Repair, replacement, or installation of awnings, windows, doors
 - Installation of new entry doors that meet ADA accessibility requirements (note, structural changes will NOT be covered under this grant)
 - Installation of display windows
 - Tool rental
 
Ineligible Improvements
- Purchase of tools
 - Vacant lot improvements (a business use must be established, and the business must be operational)
 - Parking lot improvements
 - Structural changes
 
Funding Tiers

REQUIRED DOCUMENTS
- Applicant information, site information, and an acknowledgement/signature
 - If applicant is a tenant, application must include the Property Owner Authorization Form
 - Project information and scope of work details
 - Repair estimates (Estimates must reflect California prevailing wage requirements)
 - Photos or drawings of existing conditions
 - Property deed or lease agreement
 - Copy of government issued identification with full, legal name
 - Copy of the applicant’s business license, if the applicant is a business owner
 - IRS Form W-9 (current within the last year)
 
TERMS AND CONDITIONS
The Program is a limited period program. Applications will be reviewed on a first come, first serve basis, and evaluated based on the fulfillment of the program goals. The Program will have monthly deadlines on the last business day of each month. For example, applications received in October will be reviewed in November. Those received in November will be reviewed in December and so on.
