Full Time Job Creation or Retention Requirements


All grantees must commit to:

  1. Create or retain a full-time job for a low- or moderate-income person, AND
  2. Report on its job creation or retention efforts.

Method of demonstrating that the job or combination of jobs are a full-time equivalent (FTE):

  • Identify a position of employment that requires a person to work at least 40 hours per week or 2080 hours per year, OR
  • Identify a combination of several employment positions that, in total, require persons to work 40 hours per week or 2080 hours per year.

Hours worked by certain 1099 contractors may be eligible to be counted for purposes of meeting the job creation or retention requirement. 

Method of demonstrating that the job is held by or made available to a low- or moderate-income person:

  • The full-time job (FTE) that you will create or retain for a low- or moderate-income person is eligible if it pays a 2021 annual wage or salary of less than $49,850 ($23.96/hourly).

Specific flexibilities for Microbusiness owners: 

  • If you are a microbusiness owner who is self-employed or you are a W-2 employee of your business, you may retain your own “job” so long as your total household income is below 80% AMI. (This will be determined based on your answers to questions in the application.)
  • If you are not low- or moderate-income, you must create or retain a job other than your own. 

Post-Award Reporting 

All grantees must commit to respond to any and all City information requests regarding whether the grantee was successful in creating or retaining the required LMI job.
