PROGRAM PURPOSE
Through San Joaquin County American Rescue Plan Act funds, the Downtown Stockton Alliance is launching a San Joaquin County Façade Enhancement Grant Program.
APPLICANT ELIGIBILITY REQUIREMENTS
- Eligible façade project types include:
- Structural restoration
- Window and door replacements
- Exterior finishes, such as paint, siding, stone or brick veneer, stucco, etc.
- Awnings/canopies
- Exterior lighting affixed to the building
- Signage
- Outdoor dining enclosures
- Eligible properties must:
- Be located within the unincorporated areas of San Joaquin County (see Map below).
- Be located within Qualified Census Tracts (QCTs) and/or Difficult Development Areas (DDAs). See instructions below for how to verify your location.
- Be a property that is in good standing with the County with no outstanding fees, judgments, or liens. Any outstanding code violations must be for façade-related work to be resolved under the Program.
- Be a property zoned Commercial or Commercial, Downtown.
- Have experienced a loss or impact due to the COVID-19 pandemic.
- Eligible applicants must:
- Be the property owner or have written property owner approval.

- Be seeking a maximum of $25,000 of funding for their project.
- Be seeking funding for street-facing façade improvements.
- Be seeking funding for an eligible façade project which is not yet underway.
- Be the property owner or have written property owner approval.

LOCATION ELIGIBILITY

- Type in the property address in the search bar on the map titled “Find address or place”
- Select the following layers:
- FMR Outlines (green outline)
- Difficult Development Areas (DDA) (orange shade)
- Color QCT Tracts (pink shade)
- Determine whether the address falls within the San Joaquin County lines and is in either a DDA or QCT colored area.
TERMS AND CONDITIONS
- If required, work on this project must be done by a contractor licensed by the State of California. The contractor must also possess a business license with San Joaquin County.
- CONTRACTOR REQUIREMENTS
- Equal Employment Opportunity (EEO): Projects must comply with the County’s Affirmative Action guidelines for bidding this project and shall not discriminate against any contractor because of race, color, religion, sex, or national origin. The contractor shall comply with EEO provisions relative to Executive Order 11246 and related acts rules and regulations. The contractor shall not discriminate against any employee or applicant for employment because of race, color, religion, sex, or national origin.
