Chiquita Canyon Landfill (CCL) Utility Relief Grant Program

The purpose of this grant program is to reimburse certain designated residents of Val Verde, Castaic and surrounding unincorporated communities (“Residents”) for their efforts to mitigate complaints of odors believed to be emanated by the Chiquita Canyon Landfill. A total of $2,000,000 from the Chiquita Canyon Landfill’s Community Benefit Fund has been allocated to provide grants to residents living in close proximity of the Chiquita Canyon Landfill located at 29201 Henry Mayo Drive, Castaic, CA 91384. 

Eligibile Applicants:  Residents of Val Verde, Castaic and surrounding unincorporated communities living in close proximity of the Chiquita Canyon Landfill located at 29201 Henry Mayo Drive, Castaic, CA  91384. A map, developed based on information provided by AQMD, is attached hereto to delineate residential properties located in Tier 1 or 2 of eligible areas (“Eligible Area”).

 

Applicants in Tier 1 will be given priority.  Should funds remain after all Tier 1 applicants have been processed, a lottery may be held if Chiquita Canyon Landfill Community Benefit Fund does not have sufficient funds to fund all Tier 2 applicants; it is possible some eligible applicants may not receive a grant. Only one application per address, per unit will be processed. Applicant must reside at the address and be individual(s) listed as account holder on the utility bill issued by Southern California Edison.  

Ineligible Applicants: 

  • Residents outside of Eligible Area;
  • Residents within an Eligible Area where an application has already been processed from the same time period;
  • Residents within an Eligible Area that do not have the Electric Bill in their name;
  • Businesses

Grant Amount: 

  • Tier 1 applicants- Actual costs of Southern California Edison utility bills for the period of May 1, 2023-October 31, 2023 up to $2,000
  • Tier 2 applicants- Actual costs of Southern California Edison utility bills for the period of May 1, 2023-October 31, 2023 up to $1,000

Timeline: Applications will be received starting October 2, 2023, 8:00 AM PT through March 31, 2024, 11:59 PM PT.

Before applying: All applicants will be required to provide PDF copies of utility bills issued by Southern California Edison (Edison) for the months of May, June, July, August, September and October 2023, as applicable, which may be subject to verification with Southern California Edison. Please have these ready to upload. By providing these bills, you acknowledge and consent that the information contained in the bills may be shared with Southern California Edison for verification purposes

After applying: You will receive a confirmation email from Grow America. Monitor your email for any additional notifications or requests for additional information. If your application is approved for reimbursement, you will be required to sign a grant agreement and provide a copy of government issued identification prior to receiving funds. You must respond to any communication efforts by LACDA or Grow America staff within fifteen (15) business days of receipt of a call or email or risk forfeiting your application.
